California Department of Food and Agriculture Requirements for Horses:
All Equidae must be accompanied by a Certificate of Veterinary Inspection from the state of origin, issued by an accredited veterinarian, stating that the horse or other Equidae are free from evidence of any communicable disease and have completed Equine Infectious Anemia (EIA) test requirements.

EIA TEST REQUIREMENTS

  • A negative test for EIA conducted in a U.S.D.A. approved laboratory, within 6 months prior to entry.
  • Entry is not allowed until the EIA test has been COMPLETED and reported negative. Equidae with tests "pending" are not acceptable.

EXEMPT:

Equidae moved from California to another state for a period of not more than 14 days (applies to continental United States only).

Note Special Vesicular Stomatitis Alert – California import requirements specify that all horses, cattle, and swine originating from any state where vesicular stomatitis (VS) has been diagnosed, (except cattle and swine transported directly to slaughter), must be accompanied by a health certificate (certificate of veterinary inspection) and signed by an accredited veterinarian that includes the following statement:
"The animals represented on this health certificate of veterinary inspection have not originated from a premises or area under quarantine for vesicular stomatitis (VS) or a premises on which VS has been diagnosed in the past 30 days. I have examined the animals and have found no signs of VS."   USDA Update.
